The Australian Energy Market Commission has today published an information notice related to a rule change request submitted by Jemena Gas Networks for the National Gas Rules . The focus of the information notice is to provide stakeholders with an opportunity to provide submissions on the issues raised in relation to the retailer insolvency cost pass-through provisions in the gas rules.
Jemena’s rule change request seeks to amend cost pass-through provisions in the NGR to allow a distributor to recover its foregone revenue in the event of retailer insolvency.
The proposed changes would bring the retailer insolvency cost pass-through provisions in the NGR in line with the changes proposed by the Council of Australian Governments Energy Council related to the retailer insolvency cost pass-through provisions in the National Electricity Rules (NER).
Due to the similar issues involved, we have consolidated Jemena’s rule change request with another rule request submitted by AGL (see here) relating to retailer-distributor credit support requirements in the rules. The consolidated project will be called the National Gas Rules Consolidated Rule Change Request.
The Commission has also consolidated the COAG Energy Council’s rule change request with AGL’s rule change request related to the retailer-distributor credit support requirements in the National Electricity Rules. This consolidated project will be called the National Electricity Rules consolidated rule change request).
The National Gas Rules Consolidated Rule Change Request is being considered in a single process with the National Electricity Rules Consolidated Rule Change Request, under the “Retailer-Distributor Credit Support Requirements” project (see here).
Stakeholders may provide submissions on the issues outlined in the information notice, either as:
- a submission to the information notice; or
- part of their submission on the Commission’s options paper, which was released on 22 October 2015 as part of the single process being undertaken on the consolidated rule change requests.
Submissions must be received by 26 November 2015.
