QLD: Dalby Distribution System

The Dalby Distribution System is a distribution network located in south-east Queensland. The network is owned and operated by Western Downs Regional Council (formerly Dalby Town Council).

The Dalby Distribution System is 86 km in length and serves approximately 2,500 customers in the town of Dalby. The Dalby Distribution System’s throughput is 0.16 PJ/year. The Dalby Distribution System is connected to the Roma to Brisbane Pipeline.

The Dalby Distribution System is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Dalby Distribution System:

  • On 13 December 2018, a five year Category 1, Category 2 and Category 3 exemption under Part 23 of the NGR.
  • On 1 March 2024, a five year Category 1 and 2 exemption under Part 10 of the NGR.

In 2000, the Queensland Minister for Mines and Energy (being the relevant minister) revoked coverage of the Dalby distribution system under the Gas Code, as recommended by the National Competition Council (NCC).
