The Wagga Wagga gas network is distribution pipeline owned by Australian Gas Networks (AGN – formerly known as Envestra Limited) who outsources the operation of the network to the APA Group. Envestra purchased the Wagga Wagga gas network from Country Energy Gas in October 2010. The network covers Wagga Wagga and its surrounds. It consists of approximately 690 km of pipeline delivering gas to around 20,000 customers.
The Wagga Wagga gas network was subject to regulation as a covered pipeline under the Gas Code by IPART. It was also subject to full regulation by the AER under the NGR.
In May 2013, Envestra made an application to the NCC for coverage to be revoked for the Wagga Wagga gas network. In August 2013, the NCC published its final recommendation and decision on Envestra’s revocation application. The NCC recommended that the relevant Minister decide not to make a revocation of coverage determination such that coverage would be maintained. On 7 April 2014 the relevant Minister decided to revoke the coverage of the Wagga Wagga gas network.
As a result of the Minister’s decision the Wagga Wagga gas network is no longer a covered pipeline and is therefore not subject to regulation under the NGL.
