Seeking nominations for a CER/DER representative to the Reliability Panel
The Australian Energy Market Commission (AEMC or Commission) is conducting a process to appoint a discretionary member representing Consumer/Distributed energy resources (CER/DER) to the Reliability Panel(Panel).
Under clause 8.8.2(a)(3)(F) of the National Electricity Rules (NER), at the AEMC’s discretion, it may appoint up to three other persons representing interests not otherwise represented on the Panel. The Commission has decided to appoint a discretionary member representing CER/DER due to the growing role of CER and DER in maintaining security and reliability, and their increasing make-up in the energy mix.
The Commission is currently seeking nominations and a list of organisations to consult with for a CER/DER representative on the Panel.
Relevant definitions of CER and DER for this role
The Commission defines CER as flexible load and generation at consumers’ premises. CER assets include rooftop solar panels, batteries, home and business energy management systems, pool pumps and electric vehicles (and charging). For large customers, these can include heating and air conditioning (HVAC), on-site refrigeration and on-site backup generation. DER includes community batteries for the purpose of this position.
About the role
We are seeking someone with proven experience in CER/DER and a deep understanding of its role in supporting reliability and system security to contribute meaningfully to the Panel’s work program. It is expected that the appointed nominee will represent the views of their segment of the industry, but collectively contributes to the Panel’s decision-making in line with the National Electricity Objectives. The appointed nominee is also expected to commit approximately 8 hours per month to the Reliability Panel. This includes reading meeting materials and attending bi-monthly meetings.
Overview of the Reliability Panel
The Reliability Panel forms part of the AEMC’s institutional arrangements and has detailed functions and powers conferred on it within the National Electricity Law (NEL)
It is the responsibility of the Reliability Panel to monitor, review and report on the safety, security and reliability of the national electricity system, plus perform any other functions or powers under the NEL or National Electricity Rules (NER)
The Panel is comprised of members who represent a range of participants in the National Electricity Market, including small and large consumers, generators, network businesses, retailers and the Australian Energy Market Operator .
The Panel determines the standards and some of the guidelines used by AEMO and other market participants that help to maintain a secure and reliable power system for consumers.
About the appointment process
The Commission is undertaking a two-stage process to appoint a person representing CER/DER:
- It is seeking nominations and a list of organisations to consult with through the EOI nomination form.
- Following receipt of nominations, the Commission will then write to all organisations that requested to be consulted, inviting feedback on the nominees.
The Commission is currently actioning the first stage of the process: the nomination of potential candidates.
