Victorian Gas Network

The Victorian Gas Network is owned by Australian Gas Networks (AGN – formerly known as Envestra Limited) who outsources the operation of the network to the APA Group.

The Victorian Gas Network serves more than 673,000 customers in northern, eastern and southern areas of metropolitan Melbourne, the Mornington Peninsula, and northern, eastern and south eastern areas of Victoria. It consists of 12,056km of pipelines.

The Victorian Gas Network was initially subject to regulation as a covered pipeline under the Gas Code by the Essential Services Commission of Victoria (ESC) which was formerly the Office of the Regulator General, Victoria (ORG).

Under the National Gas (Victoria) Act 2008, the Victorian Minister has by order published in the Victorian Government Gazette (S222, 30 June 2009) declared that the four distribution pipelines and the transmission pipeline that had been covered under the Gas Code are classified as ‘designated pipelines’. These are the SP AusNet, Envestra (Vic) (now AGN Vic), Multinet and Envestra (Albury) (now AGN Albury) gas distribution networks and the Victorian Transmission System. As a result, these pipelines remain under full regulation and cannot be the subject of a light regulation determination (under ss. 109 and 111 of the NGL).

The Victorian Gas Network is subject to full regulation by the AER under the NGR. On 23 March 2016, the AER issued a direction to AGN to consolidate the two access arrangements for its Victorian and Albury gas distribution networks with effect from next access arrangement period commencing, 1 July 2018.

VIC: AusNet Distribution Network

The AusNet Distribution Network is owned by SP Australia Networks (Distribution) Pty Ltd which is part of the SP AusNet group. The service provider of the AusNet Distribution Network is SPI Networks (Gas) Pty Ltd.

The AusNet network (formerly known as the Westar distribution network) was formed in 1997, when the Victorian government restructured the state’s gas industry from the government owned monopoly (Gas and Fuel Corporation) into separate transmission, distribution and retail businesses. These new businesses were sold to the private sector in 1999. TXU purchased the Westar network in 1999 and renamed it TXU (Networks) Gas. In 2004, SP Energy (a wholly owned subsidiary of Singapore Power) acquired TXU’s Australian assets which included TXU (Networks) Gas.  

AusNet Services Limited (now AusNet Pty Ltd) was delisted from the Australian Stock Exchange on 16 February 2022, after all shares in AusNet Services were acquired by Australian Energy Holdings No 4 Pty Limited - a company owned by the Brookfield-led consortium.

The AusNet Distribution Network covers an area of 60,000 km2 and serves more than 620,000 customers in outer western metropolitan Melbourne and central and western areas of Victoria. It consists of approximately 10,000km of pipelines. The AusNet network contains a range of pipeline diameters from 50 to 500 mm. In 2023-24 the AusNet Network supplied 60,733 TJ of gas to our residential, commercial and industrial customers.

The AusNet Distribution Network was initially subject to regulation as a covered pipeline under the Gas Code by the Essential Services Commission of Victoria (ESC) which was formerly the Office of the Regulator General, Victoria (ORG).

In enacting the National Gas Law and Rules, the National Gas (Victoria) Act 2008 specifies that access arrangements cannot be consolidated for any of the covered pipelines in Victoria (s. 35). In addition, under the National Gas (Victoria) Act 2008, the Victorian Minister has by order published in the Victorian Government Gazette (S222, 30 June 2009) declared that the four distribution pipelines and the transmission pipeline that had been covered under the Gas Code are classified as ‘designated pipelines’. These are the AusNet, Envestra (Vic), Multinet and Envestra (Albury) gas distribution networks and the Victorian Transmission System. As a result, these pipelines:

  • remained under full regulation and could not be the subject of a light regulation determination (see sections 109 and 111 of the NGL prior to March 2023)
  • are currently scheme pipelines and cannot be the subject of a scheme pipeline revocation determination (see section 97(1) of the NGL).

VIC: Loddon Murray Region System

The Loddon Murray Region System (LMRS) was a natural gas transmission and distribution system proposed for the Loddon Murray region of Victoria. In 1998, the councils of Swan Hill, Gannawarra and Loddon formed the Loddon Murray Gas Supply Group (LMGSG) and in 2001 submitted a tender approval request to the ACCC for the supply of natural gas to the region.

The ACCC approved LMGSG’s tender approval request in December 2001. However, the subsequent competitive tender process did not attract any bids. As a result, the proposed LMRS was not constructed.

VIC: Mildura Distribution System

The Mildura Distribution System is a distribution network located in north-west Victoria. The network is owned by Australian Gas Networks (AGN – formerly known as Envestra Limited), who outsources the operation of the network to the APA Group.

The Mildura Distribution System consists of 290 km of pipeline delivering gas to around 900 customers. The distribution system delivers approximately 254 TJ/year. It covers Mildura and nearby towns of Merbein, Red Cliffs and Irymple in north-west Victoria. The Mildura Distribution System is connected to the Mildura Pipeline which in turn is connected to the Riverland Pipeline in South Australia.

The Mildura Distribution System is currently a non-scheme distribution network, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Mildura Distribution System:

  • On 13 December 2017, a five year Category 2 and Category 3 exemption under Part 23 of the NGR.
  • On 30 November 2022, a five year Category 2 and Category 3 exemption under Part 23 of the NGR. Due to reforms to the NGR, the exemptions transitioned to a Category 2 exemption under Part 10 of the NGR.

In June 1999, an Access Arrangement Proposal submitted by Envestra was approved by the Office of the Regulator General of Victoria (ORG) under the Victorian Third Party Access Code. The Victorian Code was an interim instrument until the National Access code came into effect. Coverage of the Mildura Distribution System under the Gas Code was revoked in December 2002.

VIC: Multinet Gas Distribution Network

The Multinet Gas Distribution Network is owned by Multinet Group Holdings Pty Ltd (Multinet Gas) which in turn is owned by CK Infrastructure Holdings Limited, Power Assets Holdings Limited and CK Asset Holding Limited (CK Group).  The service providers of the Multinet network are Multinet Gas (DB No.1) Pty Ltd and Multinet Gas (DB No. 2) Pty Ltd which together trade as the Multinet Gas Distribution Partnership. The operation and maintenance of the network is outsourced to Comdain.

Multinet Gas was formed in 1997, when the Victorian government restructured the state’s gas industry from the government owned monopoly (Gas and Fuel Corporation) into separate distribution and retail businesses. These new businesses were sold to the private sector in 1999.  Prior to 15 May 2017, the Multinet Gas Distribution Network was ultimately held by the DUET Group, which was acquired by the CK Group in 2017.

The Multinet network covers an area of 1,790 km2 and serves approximately 700,000 customers throughout the southern and eastern areas of metropolitan Melbourne, Yarra Ranges and towns in south Gippsland. It consists of approximately 166km of transmission pipelines and 9,940 km of distribution mains.

The Multinet network was initially subject to regulation as a covered pipeline under the Gas Code by the Essential Services Commission of Victoria (ESC) which was formerly the Office of the Regulator General, Victoria (ORG).

VIC: East Gippsland System

The East Gippsland System (EGS) was a natural gas distribution system proposed for the east Gippsland region of Victoria. In 1997, EastCoast Gas Pty Ltd was selected as the preferred tenderer to supply natural gas to towns in the east Gippsland region from the then proposed Eastern Gas Pipeline. The proposed EGS was not constructed at this time.

However, from 2005 to 2008 as part of the program of extending the supply of gas into regional Victoria, Envestra rolled out gas distribution systems in the towns of Bairnsdale and Paynesville in the east Gippsland region. It is intended that other towns in the east Gippsland region (namely, Lakes Entrance and Orbost) will be supplied with natural gas under the Victorian government’s Regional Gas Infrastructure program that was announced in 2011.

In 1998, EastCoast Gas submitted an access arrangement proposal for the proposed EGS to the Office of the Regulator General of Victoria (ORG) under the Victorian Third Party Access Code. The access arrangement was approved by the ORG in May 1999. The Victorian Code was an interim instrument until the National Access code came into effect. The proposed EGS was not a covered pipeline under the National Gas Code.

VIC: Victorian Transmission System (VTS)

The Victorian Transmission System (VTS) has also been known as the Declared Transmission System (DTS), the Principal Transmission System (PTS) and the APA GasNet System. Since 2002, it includes the former Western Transmission System (WTS) which transported gas to Portland, Hamilton and Cobden.
 
The VTS is a transmission pipeline network owned by APA Group through its wholly owned subsidiary APA VTS Australia (Operations) Pty Ltd. APA acquired the VTS when it purchased GasNet Australia in December 2006.
 
The VTS transports natural gas within Victoria, supplying the Melbourne metropolitan area and country areas. It also supplies gas to NSW via the Interconnect with the Moomba Sydney Pipeline (MSP) at Culcairn and to South Australia via the SEA Gas Pipeline at Port Campbell. The average annual throughput of the VTS is in excess of 200 PJ per annum and it contains various diameters ranging from DN100 to DN760.
 
Construction of the VTS began in the mid-1950s and it currently consists of over 2000km of pipeline. Gas can enter or exit the system from the Longford gas plant and the VicHub in the east, Culcairn in NSW, the western underground gas storage (WUGS) facility at Iona, the SEA Gas Pipeline, Otway Gas Plant and Mortlake Pipeline through their connection to the SEA Gas Pipeline at Port Campbell, the Pakenham facility and the Dandenong LNG facility. Gas can also be injected from the Tasmanian Gas Pipeline (TasHub) into the VTS at Longford. Gas is principally sourced from offshore gas fields in the Gippsland, Bass and Otway basins.
 
The capacity of the VTS has been progressively expanded between 2014 and 2017 to transport additional gas between NSW and Victoria at Culcairn. In 2015, additional capacity on the South West Pipeline was added for gas flows from the facilities at Iona and the SEA Gas Pipeline at Port Campbell.
 
The following augmentations have been made since initial commissioning:

  • 2008 - Brooklyn Lara Pipeline construction (373 TJ/d east)
  • 2015 - Winchelsea Compressor Unit 1 installed (446 - 432TJ/d east, 92-104 TJ/d west)
  • 2018 - Brooklyn Reconfiguration and WInchelsea Unit1 bi-directional works (147-140 TJ/d west)
  • 2023 - Winchelsea Unit 2 Compressor (498 TJ/d east, 140 TJ/d west)
  • 2024 - Western Outer Ring Main (WORM) completion (523 TJ/d east 341 TJ/d west)

VNI Culcairn - Melbourne 

  • 2011 - Wollert B (2 Centaur 50 units), MAOP upgrade between Wollert and Euroa, Springhurst CS modification (17 TJ/d north)
  • 2012 - Euroa compressor installed (42 TJ/d north)

The VTS operates under a market carriage system rather than a contract carriage system. It is operated by AEMO (previously VENCorp) who also operates the Declared Wholesale Gas Market in Victoria.
 
The VTS was a covered pipeline under the Gas Code and was regulated by the ACCC. Under the Gas Code, the initial access arrangements approved by the ACCC were for the PTS, WTS and VENCorp (as the PTS pipeline operator, VENCorp was considered as a service provider). Subsequently, only one access arrangement was required for the PTS and WTS when the pipelines were connected to form the VTS.
 
In addition, AEMO is no longer required to submit an access arrangement for the VTS although it remains the pipeline operator.

SA/Vic: SEAGas Pipeline System (PCA in SA/Vic, PCI in Vic)

The South East Australia (SEA) Gas Pipeline System operates across South Australia and Victoria. SEA Gas is jointly owned by the SEA Gas Partnership, which is jointly owned by APA Group (50 per cent) and REST (Retail Employees Superannuation Trust, an industry superannuation fund – 50 per cent).

The SEA Gas Pipeline System was constructed to provide an additional source of gas supply to the South Australian market. It consists of two pipelines: a 680 km mainline linking the Athena processing plant near Port Campbell in Victoria to Pelican Point near Adelaide (known as the Port Campbell to Adelaide Pipeline, or PCA) and a 11 km lateral pipeline known as the Port Campbell to Iona Pipeline (PCI) which connects the PCA and the Athena gas plant with the Victorian Declared Transmission System (DTS), where it connects to the South West Pipeline (SWP).  The PCI also connects to the Mortlake Pipeline which supplies the Mortlake Power Station. Gas is sourced from the offshore Otway basin gas fields near Port Campbell and from the Underground Gas Storage (UGS) facility at Iona. The pipeline from Port Campbell to Adelaide has a capacity of 314 TJ/d, and the Port Campbell to Iona pipeline has bidirectional capacity of 400 TJ/d (subject to pressure differential).

The SEA Gas Pipeline System is also connected to the South East South Australia (SESA) Pipeline in South Australia. In 2015, SEA Gas and Epic Energy announced the interconnection of the Moomba to Adelaide Pipeline system (MAPS) and the SEA Gas Pipeline. The connection allows natural gas to flow from the SEA Gas Pipeline into the MAPS.

The SEA Gas Pipeline System is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.


In November 2010, the APA Group and REST acquired International Power Australia’s interests in the SEA Gas Pipeline. International Power was one of the three foundation shippers and owners of the SEA Gas Partnership who built the pipeline in 2003. The SEA Gas Pipeline System was commissioned in January 2004. The other two foundation owners, Origin Energy and TRUenergy (now EnergyAustralia), sold their interests in the SEA Gas Pipeline to the current owners in 2007 and 2008.

NSW/Vic: AGN Albury Gas Distribution Network

The Albury gas distribution network is owned by Australian Gas Networks (AGN – formerly known as Envestra Limited) who outsources the operation of the network to the APA Group. The network covers Albury and its surrounds extending to Jindera in the north. It consists of approximately 463 km of pipeline delivering gas to over 28,000 customers.

The Albury gas distribution network was initially subject to regulation as a covered pipeline under the Gas Code by IPART. In 2002, regulation of the network was transferred to the Essential Services Commission of Victoria (ESC).

Under the National Gas (Victoria) Act 2008, the Victorian Minister has by order published in the Victorian Government Gazette (S222, 30 June 2009) declared that the four distribution pipelines and the transmission pipeline that had been covered under the Gas Code are classified as ‘designated pipelines’. These are the SP AusNet, Envestra (Vic) (now AGN Vic), Multinet and Envestra (Albury) (now AGN Albury) gas distribution networks and the Victorian Transmission System. As a result, these pipelines remain under full regulation and cannot be the subject of a light regulation determination (under ss. 109 and 111 of the NGL).

The Albury gas distribution network is subject to full regulation by the AER under the NGR. On 23 March 2016, the AER issued a direction to AGN to consolidate the two access arrangements for its Victorian and Albury gas distribution networks with effect from the access arrangement period commencing, 1 January 2018.
