Stakeholder workshops for the competition in metering and related services rule change

The AEMC will hold a series of stakeholder workshops on the competition in metering and related services rule change over the coming months. These workshops will explore the issues raised by the consultation paper in more detail and give stakeholders an opportunity to provide their views on the proposed arrangements.

Further information about the workshops and the registration process is available on the project page. Registration for the first workshop (26 June 2014 in Sydney) will close on 20 June 2014.

Final determination made on Minor Changes 2014

On 22 May 2014, the AEMC made the National Electricity Amendment (Minor Changes) Rule 2014 and the National Gas Amendment (Minor Changes) Rule 2014.  These Rules were initiated by the AEMC to correct minor errors and make non-material changes to the National Electricity Rules (NER) and the National Gas Rules (NGR). 

Schedule 1 of National Electricity Amendment (Minor Changes) Rule 2014 will commence operation on 1 July 2014, and Schedule 2 will commence operation on 1 October 2014. The National Gas Amendment (Minor Changes) Rule 2014, will commence operation on 1 July 2014.

Presentations now available for public forum held on Retailer price variations in market retail contracts rule change

On 19 May 2014, the AEMC held a stakeholder forum in Melbourne on the Retailer price variations in market retail contracts rule change request. The purpose of the forum was to provide an opportunity for stakeholders to share their views on the scope of the problems identified in the rule change request, the impact of the proposed rule, and any alternative solutions that may better address the identified problems.

Consultation paper published on Connecting Embedded Generators Under Chapter 5A

The AEMC today commenced consultation on a rule change request from the Clean Energy Council on connecting embedded generators under Chapter 5A of the National Electricity Rules. The closing date for submissions on the rule change request is 12 June 2014.

Draft determination made on Governance of retail market procedures rule change request

On 8 May 2014 the AEMC made a draft determination not to make a rule in relation to the Governance of retail market procedures rule change request.

The rule change request seeks to rationalise the processes to make retail market procedures required by Chapter 7 of the National Electricity Rules, including business-to-business (B2B) procedures, under a single integrated framework to be managed by AEMO.

The Commission is not satisfied that a case has been made to shift the control of B2B procedures to AEMO, considering that the existing industry-led approach remains appropriate under current conditions. While changes to the B2B arrangements may be necessary in the future to support wider market developments, any such modifications can be made through the rule change process at the appropriate time.

Submissions are invited from stakeholders and are due by 19 June 2014.

The AEMC published its consultation paper on the COAG Energy Council’s (formerly known as the Standing Council on Energy and Resources) customer access to information about their energy consumption rule change request. Submissions are due by 5 June 2014.

Reminder to register for public forum on the Retailer price variations in market retail contracts rule change

On 19 May 2014, the AEMC will be holding a stakeholder forum in Melbourne on the Retailer price variations in market retail contracts rule change request. The purpose of the forum is to provide an opportunity for stakeholders to share their views on the scope of the problems identified in the rule change request, the impact of the proposed rule, and any alternative solutions that may better address the identified problems.

The public forum will be held at the Novotel Hotel at 270 Collins Street, Melbourne between 1:00 pm and 4:45 pm.

The forum will be divided into two sessions:

  • Session 1 – Is there a problem that requires a regulatory response?
  • Session 2 – What is the appropriate regulatory response to any problems identified?

Final determination made on National Gas Bulletin Board Capacity Outlooks

On 1 May 2014, the AEMC made a final rule determination on the National Gas Bulletin Board Capacity Outlooks rule change request. The rule as made increases the level of short- and medium-term capacity outlook information that is required to be published on the National Gas Bulletin Board by Bulletin Board facility operators.

Publication of consultation paper on Call Notice Timing

01 May 2014

On 1 May 2014 the AEMC commenced consultation on the Call Notice Timing rule change request.

The rule change request seeks to amend the National Electricity Rules to delay by one hour the time at which a call notice issued by the Australian Energy Market Operator (AEMO) is taken to have been issued on the next business day. The rule change request was submitted by AEMO.

The rule change request will proceed on an expedited basis and the timetable for submissions is as follows:

  • the final date for stakeholders to object to proceeding on an expedited basis is 15 May 2014; and
  • the final date for stakeholders to provide written submissions on the content of the request is 29 May 2014.
