VIC: Bass Pakenham Pipeline

The Bass Pakenham Pipeline (BPP) is a buried high-pressure natural gas Bass Pakenham Pipeline (BPP) owned by the BassGas Joint Venture Parties (Beach Energy Ltd, Beach Energy (BassGas) Ltd, Beach Energy (Operations) Limited and Prize Petroleum Limited), and operated by Beach Energy (Operations) Limited.

The BPP is a 35.1 km long, 250 mm diameter welded-steel wall pipeline, which is buried at a minimum depth of 900 mm. It connects the Lang Lang Gas Plant to the Victorian market at Pakenham, approximately 53 kilometres south-east of Melbourne, Victoria.

The BPP is a non-scheme pipeline and is subject to the access regime for non-scheme pipelines under Part 10 of the NGR.

VIC: LYB Lateral Gas Pipeline

The LYB Lateral Gas Pipeline is a 13 kilometre gas pipeline from the withdrawal point on the Victorian Transmission System to Loy Yang B Power Station (for start-up gas) and Valley Power Station (a gas-fired power station adjoining Loy Yang B Power Station). The pipeline has a nominal diameter of 300mm, daily capacity of 146 TJ and was commissioned in 2001. 

The LYB Lateral is a single user facility as it is a third party access facility.

The LYB Lateral is currently a non-scheme pipeline and subject to the access regime under Part 10 of the NGR. On 12 July 2023, the AER granted a five year Category 2 exemption under Part 10 of the NGR for the pipeline.

VIC: South Gippsland Pipeline

The South Gippsland Gas Pipeline System is a transmission pipeline operating across Victoria.

The South Gippsland Pipeline is owned and operated by Multinet Gas Networks, which is owned by DUET Group. The pipeline is 250km in length, has a nominal diameter of 150mm and a maximum allowable operating pressure of 10,000 kPa. 

Construction of the South Gippsland Gas Pipeline System began in 2007 and was completed in the same year. The pipeline supplies gas from the Bass Gas Plant, Lang Lang, and Victoria’s principal transmission system to towns in south-east Victoria, including Lang Lang, Korumburra, Leongatha, Wonthaggi, and Inverloch.

The South Gippsland Gas Pipeline is currently a non-scheme pipeline and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR.

VIC: VicHub

The VicHub Pipeline is a 2 km transmission pipeline located in Gippsland, Victoria which links the Victorian Transmission System (VTS) and the Eastern Gas Pipeline (EGP). 

The VicHub Pipeline was completed in 2004 and is owned and operated by Jemena (Jemena VicHub Pipeline Pty Ltd ABN 61 085 550 689). It transports natural gas. 

The VicHub Pipeline laterals:

  • VicHub Pipeline (PL247): Length 2.265 km, Nominal Diameter 350 mm
  • LCS Inlet Drainage Pipeline (PL247): Length 1.899 km, Nominal Diameter 50 mm

NSW/SA/Vic: Murray Valley Distribution Network

The Murray Valley Distribution Network is a distribution network operating across eastern South Australia, southern NSW and northern Victoria. The network is owned by Australian Gas Networks (AGN) and is operated by the APA Group. The pipelines' daily capacity is: 

  • Koonoomoo City Gate Station 3.0TJ/day
  • Rutherglen City Gate Station 4.6TJ/day
  • Yarrawonga City Gate Station  6TJ/day
  • Chiltern City Gate Station 1.3TJ/day

The network originates in South Australia, but primarily serves areas on both the NSW and the Victorian sides of the Murray River, including Mulwala and Yarrawonga.

The Murray Valley Distribution Network is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Murray Valley Distribution Network:

  • On 13 December 2017, a five year Category 3 exemption under Part 23 of the NGR.
  • On 30 November 2022, a five year Category 3 exemption under Part 23 of the NGR. Due to reforms to the NGR, the exemption transitioned to a Category 2 exemption under Part 10 of the NGR.
  • On 17 October 2024, a five year Category 1 exemption under Part 10 of the NGR.

VIC: Mortlake Pipeline

The Mortlake Pipeline is a transmission pipeline located in western Victoria. The pipeline is owned by the SEA Gas (Mortlake) Partnership, which is jointly owned by the APA Group (50 per cent) and REST (Retail Employees Superannuation Trust) (50 per cent), an industry superannuation fund.

The pipeline is 83 km in length and has a diameter of 508mm and a capacity of 150 TJ/day. It provides gas from the SEA Gas Pipeline to the 550MW open cycle gas turbines at Mortlake Power Station. Gas is stored at the power station before supplying the Victorian market via the Victorian Transmission System (VTS).

The Mortlake Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Mortlake Pipeline:

  • On 3 January 2018, a five year category 2 exemption under Part 23 of the NGR.
  • On 30 November 2022, a five year Category 2 exemption under Part 23 of the NGR. Due to reforms to the NGR, the exemption transitioned to a Category 2 exemption under Part 10 of the NGR.

The Mortlake Pipeline was commissioned in January 2011. It was initially owned by Origin Energy, but was sold to the SEA Gas (Mortlake) Partnership in 2016.

VIC: Gas Networks Victoria

Gas Networks Victoria (formerly the Enwave Victorian Networks) is a distribution network located in Victoria. The network is owned by Enwave Australia and will provide reticulated natural gas to 11 towns across regional and rural Victoria using a Compressed Natural Gas (CNG) “Virtual Pipeline” rather than a traditional gas pipeline.

Gas Networks Victoria is currently a non-scheme distribution network, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

  • On 3 January 2018, a five year Category 2 exemption under Part 23 of the NGR.

VIC: Carisbrook to Horsham Pipeline

The Carisbrook to Horsham Pipeline (also known as the GPV Pipeline) is a transmission pipeline located in western Victoria. The pipeline is owned by Gas Pipelines Victoria (GPV).

The pipeline is 183 km in length. It provides high-pressure natural gas from the Carisbrook metering station and supplied via the Victorian DTS to AusNet Services, who in turn supply end-use customers in Avoca, Ararat, Stawell and Horsham.

The Carisbrook to Horsham Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10. 

The AER has granted the following exemptions for the Carisbrook to Horsham Pipeline under the name GPV Pipeline/Carisbrook to Horsham Pipeline:

  • On 13 December 2017, a five year Category 2 exemption and Category 3 exemption under Part 23 of the NGR. The AER revoked the exemption on 13 November 2020.
  • On 1 March 2024, a five year Category 2 exemption under Part 10 of the NGR.

VIC: Brooklyn to Altona (Qenos) Pipeline

The Brooklyn to Altona (Qenos) Pipeline is a transmission pipeline located in central Victoria near Melbourne. The pipeline is owned and operated by the APA Group. 

The pipeline is 5 km in length, has a nominal diameter of DN250 and a capacity of 5 TJ/day. The pipeline currently transmits natural gas from the APA Group’s Brooklyn Compressor Station to the Qenos Olefins chemical plant in Altona. This pipeline is connected to the Victorian Transmission System (VTS)

The Qenos Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the NGR. National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

On 13 December 2017, the AER granted a five year Category 2 exemption under Part 23 of the NGR. On 30 November 2022, the AER granted a further five year Category 2 exemption under Part 23 of the NGR. Due to reforms to the NGR, the exemption transitioned to a Category 2 exemption under Part 10 of the NGR.

The Brooklyn to Altona Pipeline was initially commissioned in 1976. In October 2014, the previously ethane supplying pipeline was refitted to supply natural gas.

NSW/Vic: Eastern Gas Pipeline

The Eastern Gas Pipeline (EGP) is a transmission pipeline that operates across Victoria and NSW. The EGP is owned and operated by Jemena (Jemena Eastern Gas Pipeline (1) Pty Ltd ABN 15 068 570 847 and Jemena Eastern Gas Pipeline (2) Pty Ltd ABN 77 006 919 115). 

The EGP is 797 km (or 822.42 km including laterals) in length and 450 mm in width. The pipeline from Longford to Sydney has a capacity of 350 TJ/d. It supplies natural gas from the Gippsland Basin & Sole gas fields in Victoria to markets in Sydney and regional centers along the route (including Cooma, Canberra and Wollongong). Gas is supplied to the EGP at the Longford and Orbost processing plants as well as the VicHub interconnect facility.

The EGP compresses all gas transported on the TGP at the TGP interconnection point.  Shippers injecting into the TGP interconnection point require a standard EGP transportation agreement, available upon referral from the Tasmanian Gas Pipeline.

Duke Energy lodged an access undertaking with the ACCC under the Trade Practices Act 1974 in 2000. This undertaking was not accepted by the ACCC. In addition, the EGP was also the subject of an application for coverage under the Gas Code in 2000. In October 2000, the Commonwealth Minister decided that the EGP should be a covered pipeline. However in May 2001, the Australian Competition Tribunal ordered that the Minister’s decision be set aside, resulting in coverage being revoked. 

The pipeline was commissioned in 2000 and was initially owned and operated by Duke Energy. Ownership subsequently passed to Alinta and, then in 2007, to the Jemena group. In 2016, the EGP completed and commissioned the Wilton Lateral as well as two new midline compressor stations, at Michelago and Orbost.
The EGP is currently a non-scheme pipeline.
