VIC: South Gippsland Pipeline

The South Gippsland Gas Pipeline System is a transmission pipeline operating across Victoria.

The South Gippsland Pipeline is owned and operated by Multinet Gas Networks, which is owned by DUET Group. The pipeline is 250km in length, has a nominal diameter of 150mm and a maximum allowable operating pressure of 10,000 kPa. 

Construction of the South Gippsland Gas Pipeline System began in 2007 and was completed in the same year. The pipeline supplies gas from the Bass Gas Plant, Lang Lang, and Victoria’s principal transmission system to towns in south-east Victoria, including Lang Lang, Korumburra, Leongatha, Wonthaggi, and Inverloch.

The South Gippsland Gas Pipeline is currently a non-scheme pipeline and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR.

NT: Tanami Pipeline

The Tanami Pipeline is a transmission pipeline in central Northern Territory, completed in 2019. The 8-inch pipeline is 440km in length, has a nominal diameter of 203mm and transports up to 13.42TJ per day of natural gas to the gas fired power stations at Amadeus to Granites and Dead Bullock Power Stations, which power the Tanami gold in the remote Tanami desert.

The Tanami Pipeline is currently a non-scheme, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Tanami Pipeline:

  • On 26 September 2018, a five year Category 2 and 3 exemptions under Part 23 of the NGR. 
  • On 18 August 2023, a five year Category 2 exemption under Part 10 of the NGR.

WA: Ashburton to Onslow Gas Pipeline System

The Ashburton to Onslow Pipeline System (also known as the Onslow Lateral or AOGP) is a transmission pipeline system located in north-west Western Australia. It is owned by AGI Ashburton Pty Ltd (formerly the DBP Development Group (DDG)), a subsidiary of the Australian Gas Infrastructure Group (AGIG). AGIG is owned by various consortia of Hong Kong-based entities listed on the Hong Kong Stock Exchange. The consortia include CK Asset Holdings Ltd (CKA), CK Infrastructure Holdings Ltd (CKI), Power Assets Holdings Ltd (PAH) and CK Hutchison Holdings Ltd (CKH).

The Ashburton to Onslow Gas Pipeline system is 110 km in total (with a nominal diameter of 152.4mm and 101.6mm). The lateral pipelines include a 88 km Ashburton West Lateral (nominal diameter of 250 mm) and a 24 km Onslow Lateral (nominal diameter of 100mm). It delivers 10 TJ/day. 

The TPS runs parallel from the Tubridgi gas processing facility to Compressor Station 2 on the Dampier to Bunbury Natural Gas Pipeline (DBNGP), while the Onslow Lateral connects Compressor Station 2 on the DBNGP to a new Horizon Power operated Onslow Power Station. Horizon Power is the foundation shipper for the pipeline system.

The Ashburton to Onslow Gas Pipeline System is currently a non-scheme pipeline system, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. On 20 June 2023, the ERAWA granted a five year category 3 exemption under Part 23 to the Ashburton Onslow Gas Pipeline.

The Onslow Lateral was completed in June 2016.

NSW: Tumut Valley Distribution Network

The Tumut Valley Distribution Network is a distribution network in the Riverina region of southern NSW. The network is owned by Australian Gas Networks (AGN) and is operated by the APA Group. The network serves the Adelong, Gundagai and Tumut areas.

The Tumut Valley Distribution Network is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. On 13 December 2017, the AER granted a 5 year category 3 exemption under Part 23 of the NGR for the Tumut Valley Distribution Network.

WA: Wheatstone Ashburton West Pipeline

The Wheatstone Ashburton West Pipeline is a transmission pipeline located in the eastern Pilbara region of Western Australia. It is owned by AGI Development Group Nominees Pty Ltd  (formerly the DBP Development Group (DDG), which was a subsidiary of the Australian Gas Infrastructure Group (AGIG)) and operated by AGI Development Group Pty Ltd. 

The Wheatstone Ashburton West Pipeline is 109 km in length (nominal diameter of 406.4mm and 254mm) and has a capacity of 337 TJ/day. The pipelines Wheatstone Lateral is 21 km and has a nominal diameter of 400mm. Chevron’s Wheatstone Domestic Gas Plant obtains processed natural gas that originates from the offshore North West Shelf. Afterwards the pipeline is used to transport the natural gas from Chevron's Wheatstone Gas Plant to Dampier to Bunbury Natural Gas Pipeline's (DBNGP) CS1. 

The Wheatstone Ashburton West Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR.

The Wheatstone Ashburton West Pipeline was completed in December 2016.

WA: Fortescue River Gas Pipeline

The Fortescue River Gas Pipeline is a transmission pipeline in north-west Western Australia. The pipeline is owned by Fortescue River Gas Pipeline JV and operated by AGI Fortescue River Pty Ltd. The pipeline was formerly owned and operated by DBP Development Group (a subsidiary of the Australian Gas Infrastructure Group (AGIG) renamed to AGI). 

The Fortescue River Gas Pipeline is 268 km in length and has a diameter of 400 mm, and a capacity of 64 TJ/day. It connects the Dampier Bunbury Natural Gas Pipeline (DBNGP) CS1 to Solomon Mine Hub /Power Stations. 

The Fortescue River Gas Pipeline is currently a non-scheme distribution system, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR.

The Fortescue River Gas Pipeline was completed in March 2015.

WA: Dampier to Bunbury Natural Gas Pipeline

The Dampier to Bunbury Natural Gas Pipeline (DBNGP) is a transmission pipeline owned and operated by DBNGP (WA) Transmission Pty Limited. DBNGP is part of the portfolio of companies that form Australian Gas Infrastructure Group (AGIG). AGIG is owned by various consortia of Hong Kong-based entities listed on the Hong Kong Stock Exchange. The consortia include CK Asset Holdings Ltd (CKA), CK Infrastructure Holdings Ltd (CKI), Power Assets Holdings Ltd (PAH) and CK Hutchison Holdings Ltd (CKH).

The DBNGP was constructed by the State Energy Commission (SECWA) to transport gas from the North West Shelf gas fields near Dampier to customers in the south-west of WA. Construction began in 1982 and was completed in 1985 with the pipeline being extended to Bunbury. The SECWA as well as funding the construction of the pipeline also had the foundation contract for the supply of gas. The DBNGP was also developed with the support of Alcoa as its initial cornerstone customer. In 1998, as part of the privatisation of the SECWA the DBNGP was sold to Epic Energy.

The DBNGP is 1539km in length (with a nominal diameter of 660mm) of which 1,252 km are looped.  It consists of a mainline and several laterals (total length of laterals is 301km). The pipeline capacity has been expanded at various stages with looping and upgrades to compressors. The three recent expansions (stages 4, 5A and 5B) have increased capacity of the pipeline to 845TJ per day.

The DBNGP was a covered pipeline and regulated by the Western Australian Office of Gas Access Regulation (OffGAR, now the Economic Regulatory Authority (ERA)) under the Gas Code. Under the National Gas Access (Western Australia) Regulations, the DBNGP is classified as a ‘designated pipeline’. This means that under the NGL (ss. 109 and 111) the DBNGP remains under full regulation and cannot be the subject of a light regulation determination.

The DBNGP is subject to regulation by the ERA under the NGR.

NT: Alice Springs Distribution Network

The Alice Springs Distribution Network (ASDN) is a distribution pipeline servicing Alice Springs in the Northern Territory. It is owned and operated by Australian Gas Networks, which is part of the Australian Gas Infrastructure Group.

The ASDN is 40 km in length and delivers 0.6TJ/day for Alice Springs City Gate Station and 0.72 TJ/day for Norris Bell City Gate Station. Natural gas is supplied to the ASDN from the Palm Valley and Mereenie gas fields in the Amadeus Basin via the Palm Valley to Alice Springs Pipeline. Since 2008, gas has also been supplied from the Blacktip gas field in the Bonaparte Basin via the Bonaparte, Amadeus and Palm Valley to Alice Springs pipelines.  

The ASDN is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER granted a five year Category 3 exemption under Part 23 of the NGR on 13 December 2017 and 30 November 2022. Due to reforms to the NGR, the exemption transitioned to a Category 2 exemption under Part 10 of the NGR.

The ASDN was initially subject to regulation as a covered pipeline under the Gas Code by the ACCC. However, no access arrangement was either submitted to or approved by the ACCC. In July 2000, following a recommendation from the NCC, the relevant minister decided to revoke coverage of the ASDN.
