QLD: Eastern Network Spur Lines

The Eastern Network Spur Lines are transmission lines comprised of the Talinga-Condabri Spur Line, Ruby Spur Line and the Orana Spur Line. The Eastern Network Spur Lines is in located in central Queensland and are owned by Australia Pacific LNG (APLNG), which is a joint venture between Origin Energy, ConocoPhillips and Sinopec.

The Eastern Network Spur Lines overall length is approximately 48 km, with a maximum diameter of 600 mm and a maximum capacity of 420 TJ/day.

The Talinga-Condabri Spur Line is approximately 21 km in length, with a diameter of 600 mm, and a capacity of 420 TJ/day. The Talinga-Condabri Spur Line connects APLNG’s Condabri Lateral South with the Talinga gas processing facility.

The Ruby Spur Line is approximately 17 km in length, with a diameter of 450 mm, and a capacity of 236 TJ/day. The Ruby Spur Line connects a hub owned by APLNG on Jemena Gas Networks’ Darling Downs pipeline with Queensland Gas Company’s gas processing facility.

The Orana Spur Line is approximately 9.5 km in length, with a diameter of 300 mm, and a capacity of 170 TJ/day. It connects Jemena Gas Networks’ Darling Downs pipeline with APLNG’s Orana gas producing facility.

The Eastern Network Spur Lines is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Eastern Network Spur Lines:

  • On 26 February 2018, a five year Category 1 and Category 2 exemption under Part 23 of the NGR.
  • On 30 November 2022, a five year Category 1 and Category 2 exemption under Part 23 of the NGR. Due to reforms to the NGR, the exemptions transitioned to a Category 1 exemption under Part 10 of the NGR.

QLD: Woleebee Lateral

The Woleebee Lateral is a transmission lateral pipeline in central Queensland. The pipeline is owned by Australia Pacific LNG (APLNG), which is a joint venture between Origin Energy, ConocoPhillips and Sinopec.

The Woleebee Lateral is approximately 88 km in length, has a diameter of 762 mm, and a capacity of 854 TJ/day. It connects the Fairview to Reedy Creek pipeline with the APLNG pipeline.

The Woleebee Lateral is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

In 2012, the Commonwealth Minister (being the relevant minister) granted a 15 year non-coverage determination for the APLNG Pipeline and associated pipelines such as the Woleebee Lateral.

The AER has granted the following exemptions for the Woleebee Lateral under the name APLNG Mainline Laterals:

  • On 26 February 2018, a five year Category 1 and Category 2 exemption under Part 23 of the NGR.
  • On 30 November 2022, a five year Category 1 and Category 2 exemption under Part 23 of the NGR. Due to reforms to the NGR, these exemptions transitioned to a Category 1 exemption under Part 10 of the NGR.

The Woleebee Lateral was completed in December 2013.

QLD: Western Network Laterals

The Western Network Laterals are transmission laterals located in central Queensland. They are owned by Australia Pacific LNG (APLNG), which is a joint venture between Origin Energy, ConocoPhillips and Sinopec.

The Western Network Laterals comprise the Spring Guilly to Taloona, Eurombah and Fairview to Spring Gully laterals and Spring Gully Interconnect. The Eurombah Lateral connects the Eurombah Creek gas processing facility (GPF) to the Reedy Creek hub. The Fairview to Spring Gully lateral connects GLNG's Fairview GPF to the Spring Gully pipeline compression facility (PCF). The Spring Gully Interconnect joins the Spring Gully Hub to the Spring Gully PCF. The Spring Gully to Taloona lateral connects the Spring Gully PCF to the Eurombah Lateral, with a connection from Taloona GPF.

The Western Network Laterals have an overall length of approximately 115 km, with a maximum diameter of 600mm and maximum capacity of 500 TJ/day. They have the following individual characteristics:

  • Eurombah Lateral - approximately 60 km in length, 600 mm in diameter, and with a capacity of 500 TJ/day
  • Fairview to Spring Gully - approximately 28 km in length, 450 mm in diameter, and with a capacity of 316 TJ/day
  • Spring Gully to Taloona - approximately 26 km in length, 450 mm in diameter, and with a capacity of 500 TJ/day
  • Spring Gully Interconnect - approximataly 1 km in length, 450 mm in diameter, and with a capacity of 150 TJ/day.

QLD: Strathblane GPF to Spring Gully GPF Line

The Strathblane GPF to Spring Gully GPF Line is a transmission pipeline located in central Queensland. The pipeline is owned by Australia Pacific LNG (APLNG), which is a joint venture between Origin Energy, ConocoPhillips and Sinopec.

The Strathblane GPF to Spring Gully GPF Line connects the Strathblane Gas Processing Facility (GPF) with the Spring Gully GPF. It is approximately 13 km in length, 200 mm in diameter, and has a capacity of 72 TJ/day. 

The Strathblane GPF to Spring Gully GPF Line is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelinesunder Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Strathblane GPF to Spring Gully GPF:

  • On 26 February 2018, the AER granted a five year Category 1 and Category 2 exemption under Part 23 of the NGR.
  • On 30 November 2022, the AER granted a five year Category 1 and Category 2 exemption under Part 23 of the NGR. Due to reforms to the NGR, these exemptions transitioned to a Category 1 exemption under Part 10 of the NGR.

QLD: Gooimbah Pipeline

The Gooimbah Pipeline (also known as the Gooimbah Lateral Pipeline) is a transmission pipeline located in central Queensland. The pipeline is owned by Australia Pacific LNG (APLNG), which is a joint venture between Origin Energy, ConocoPhillips and Sinopec.

The Gooimbah Pipeline is approximately 30 km in length, 300 mm in diameter, and has a capacity of 210 TJ/day.

The Gooimbah Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Gooimbah Pipeline:

  • On 26 February 2018, a five year Category 1 and Category 2 exemption under Part 23 of the NGR.
  • On 30 November 2022, a five year Category 1 and Category 2 exemption under the former Part 23 of the NGR. Due to reforms to the NGR, these exemptions transitioned to a Category 1 exemption under Part 10 of the NGR.

QLD: Condabri Lateral

The Condabri Lateral is a transmission lateral pipeline in central Queensland. The pipeline is owned by Australia Pacific LNG (APLNG), which is a joint venture between Origin Energy, ConocoPhillips and Sinopec. It is also referred to as the APLNG Mainline Lateral.

The Condabri Lateral comprises both the Condabri Lateral North and the Condabri Lateral South, with a combined length of approximately 72.93 km, maximum diameter of 900 mm and a maximum capacity of 902 TJ/day. The Condabri Lateral North is 56.44 km in length, with a diameter of 914.4 mm, and a capacity of 902 TJ/day. The Condabri Lateral South is 16.49 km in length, with a diameter of 457 mm and a capacity of 153 TJ/day.

The Condabri Lateral connects the Condabri development to the south with the APLNG pipeline.

The Condabri Lateral is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

In 2012, the Commonwealth Minister (being the relevant minister) granted a 15 year non-coverage determination for the APLNG Pipeline and associated pipelines such as the Condabri Lateral.

The AER has granted the following exemptions for the Condabri Lateral under the name APLNG Mainline Laterals:

QLD: Combabula Spur Line

The Combabula Spur Line is a transmission pipeline located in Central Queensland. The spur line is owned by Australia Pacific LNG (APLNG), which is a joint venture between Origin Energy, ConocoPhillips and Sinopec. The pipeline is one of four high pressure gas pipelines which would form the Western High Pressure Gas Network (Western HPGN).

The Combabula Spur is approximately 17 km in length, with a diameter of 450 mm, and a capacity of 236 TJ/day.

The Combabula Spur Pipeline connects the Combabula gas plant facility to the Reedy Hub.

The Combabula Spur Line is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Combabula Spur Line:

QLD: APLNG Mainline

The APLNG Mainline (also known as the APLNG Pipeline or the APLNG Gladstone Pipeline) is a transmission pipeline in central Queensland. The pipeline is owned by Australia Pacific LNG (APLNG), which is a joint venture between Origin Energy, ConocoPhillips and Sinopec. Origin Energy is the operator of the pipeline and also operates APLNG’s coal seam gas fields.

The APLNG Mainline is approximately 365 km in length, with a nominal diameter of 1050 mm, and a nominal base capacity of 1,500 TJ/day. 

The APLNG Mainline transports gas from APLNG’s coal seam gas fields in the Bowen-Surat basins near Wandoan in central Queensland to APLNG’s LNG processing facility at Curtis Island near Gladstone. It connects to the Condabri and Woleebee Laterals, as well as to the Queensland Gas Company (QGC) mainline via the Wandoan Interconnect Facility. The Narrows Crossing portion of the APLNG Mainline comprises of three sections totaling approximately 11 km and extends from the last mainline valve (ML4) on the main gas transmission line to Curtis Island.

The APLNG Mainline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Chapters 4 and 5 of the NGL and Part 11 of the NGR. It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 11.

On 19 December 2022, the AER granted the APLNG Mainline and Narrows Crossing Pipeline a Category 1 exemption under Part 24 of the NGR to apply until 1 March 2028. 

On 26 February 2018, the AER granted the APLNG Mainline with a 12 year Category 1 and Category 2 exemption under the former Part 23 of the NGR under the name APLNG Mainline and Narrows Crossing. Due to reforms to the NGR, these exemptions transitioned to a Category 1 exemption under Part 10 of the NGR.

In 2012, the Commonwealth Minister (being the relevant minister) granted a 15 year non-coverage determination for the APLNG Mainline.

Construction of the APLNG Mainline was completed in 2014.
