NT: Darwin Distribution System

The Darwin Distribution System is a distribution network in the Northern Territory. The network is owned and operated by N.T. Gas Distribution, a subsidiary of the APA Group.

The Darwin Distribution System is 19 km in network length and has a capacity of 2.78 TJ/day. It serves the Darwin area.

The Darwin Distribution System is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Darwin Distribution System:

  • On 13 December 2017, a five year Category 2 exemption under Part 23 of the NGR.
  • On 30 November 2022, a five year Category 2 exemption under Part 23 of the NGR. Due to reforms to the NGR, the exemption transitioned to a Category 2 exemption under Part 10 of the NGR.

The DCGBP was initially subject to regulation as a covered pipeline under the Gas Code by the ACCC. However, no access arrangement was lodged with or approved by the ACCC. In May 2003, following a recommendation from the NCC, the relevant minister decided to revoke coverage of the DCGBP. At the time that coverage was revoked only small volumes of gas were being transported by the DCGBP.

The Darwin Distribution System was completed in 1996.

NSW: Tumut Valley Distribution Network

The Tumut Valley Distribution Network is a distribution network in the Riverina region of southern NSW. The network is owned by Australian Gas Networks (AGN) and is operated by the APA Group. The network serves the Adelong, Gundagai and Tumut areas.

The Tumut Valley Distribution Network is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. On 13 December 2017, the AER granted a 5 year category 3 exemption under Part 23 of the NGR for the Tumut Valley Distribution Network.

NSW: Riverina Distribution Network

The Riverina Distribution Network is a distribution network in southern NSW. The network is owned by Australian Gas Networks (AGN) and is operated by APA Group.

 The network serves the Henty, Culcairn, Holbrook and Walla Walla areas. The Riverina Distribution Network’s daily flow is:

  • Temora Gate Station 0.7TJ/day 
  • Henty Gate Station 0.1 TJ/day
  • Culcairn City Gate Station 7.3TJ/day (Holbrook is supplied via Culcairn)
  • Walla Walla City Gate Station 0.6 TJ/day

The Riverina Distribution Network is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

NSW: Monaro Distribution Network

The Monaro Distribution Network is a distribution network in southern NSW. The network is owned by Australian Gas Networks (AGN) and is operated by the APA Group.

The Monaro Distribution Network’s capacity is 1.6TJ/day for the Cooma City Gate Station and 0.2TJ/day for the Bombala City Gate Station. The network serves Cooma and surrounding areas from the Cooma City Gate, as well as Bombala and surrounding areas via the Bombala City Gate.

The Monaro Distribution Network is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

NSW: Moama Distribution Network

The Moama Distribution Network is a distribution network in southern NSW. The network is owned by Australian Gas Networks (AGN) and is operated by the APA Group.

The Moama Distribution Network is 88 km in length and delivers gas to around 600 customers. The networks capacity is 14.1 TJ/day. The network serves Moama and surrounding areas from the Echuca City Gate.

The Moama Distribution Network is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

On 13 December 2017 and 30 November 2022, the AER granted a five-year Category 3 exemption under Part 23 of the NGR for the Moama Distribution Network. 

On 27 June 2025, the AER granted a five-year Category 2 exemption under Part 10 of the National Gas Rules for the Moama Distribution Network.

QLD: Grantham Gas Pipeline

The Grantham Gas Pipeline is a distribution pipeline located in south-east Queensland. The pipeline is owned by Australian Gas Networks (AGN) and is operated by the APA Group.

The Grantham Gas Pipeline is 6km in length, has a nominal diameter of 110mm and a throughput of 1.2TJ/day. 

The Grantham Gas Pipeline flows from the Veradilla region and services Grantham via the Grantham Gate.

The Grantham Gas Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.  

The AER has granted the following exemptions for the Grantham Gas Pipeline:

QLD: Bundaberg Port Gas Pipeline

The Bundaberg Port Gas Pipeline is a distribution pipeline in south-eastern Queensland. The pipeline is owned by the Queensland Government and Australian Gas Networks (AGN). The APA Group is the pipeline’s operator.  

The Bundaberg Port Gas Pipeline is 28 km in length with a nominal diameter of 114mm and has a throughput of 1.6 TJ/day. 

The Bundaberg Port Gas Pipeline transports gas to the Bundaberg Gate Station from the Wide Bay Pipeline situated west of Bundaberg. Construction of the Bundaberg Port Gas Pipeline was completed in December 2016 and the pipeline became operational in early 2017.

The Bundaberg Port Gas Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

On 13 December 2017, the AER granted a five year Category 2 and Category 3 exemption under Part 23 of the NGR for the Bundaberg Port Gas Pipeline. On 30 November 2022, the AER granted a further five year Category 2 and Category 3 exemption under Part 23 of the NGR. Due to reforms to the NGR, the exemptions transitioned to a Category 2 exemption under Part 10 of the NGR.

NSW: Wagga Wagga Distribution Network

The Wagga Wagga Distribution Network is a gas distribution pipeline located in southern NSW. The pipeline is owned by Australian Gas Networks (AGN – formerly known as Envestra) and is operated by the APA Group.

The network is 772 km in length and delivers gas to around 23 800 customers. The network’s capacity is 11.5TJ/day for Bomen Gate Station and 8.2TJ/day for Uranquinty Gate Station. The network is connected to the Moomba to Sydney Pipeline via the Young to Wagga Wagga lateral and the Victorian Principal Transmission System via the Interconnect. The network is supplied through two gate stations located at Bomen (northern Wagga Wagga) and Uranquinty.

The Wagga Wagga Distribution Network is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER granted a five year Category 3 exemption under Part 23 of the NGR for the Wagga Wagga Distribution Network on 13 December 2017 and 30 November 2022.

The Wagga Wagga Distribution Network was initially subject to regulation as a covered pipeline under the Gas Code by IPART. It was also subject to full regulation by the AER under the NGR. In May 2013, Envestra made an application to the NCC for coverage to be revoked for the Wagga Wagga gas network. In August 2013, the NCC published its final recommendation and decision on Envestra’s revocation application. The NCC recommended that the relevant Minister decide not to make a revocation of coverage determination such that coverage would be maintained. On 7 April 2014 the relevant Minister decided to revoke the coverage of the Wagga Wagga gas network.

Envestra purchased the Wagga Wagga gas network from Country Energy Gas in October 2010.

NSW: Central Ranges Pipeline (CRP) Gas Network

The Central Ranges (CR) Gas Network is a distribution pipeline owned by the APA Group through its wholly owned subsidiary Central Ranges Pipeline Pty Limited.  The network is owned and operated by APA.  APA purchased the Central Ranges Pipeline gas network from Country Pipelines Pty Limited in August 2008. The network covers Tamworth and consists of approximately 230 km of pipeline.

The CR Gas Network was constructed in 2006. This followed a competitive tender process (CTP) which was designed to select an organisation to construct transmission and distribution pipelines to supply gas to the Central Ranges region of NSW. The CTP also determined the reference tariffs which would apply on these pipelines. Under the Gas Code, the ACCC (for the CRP transmission pipeline) and IPART (for the CR gas network) carried out parallel consultation processes and approved their respective tender approval requests in 2004. Subsequent to this, the successful tenderer became the service provider and was incorporated as Central Ranges Pipeline Pty Ltd. Separate access arrangements for the CRP transmission pipeline and gas network were then submitted and approved under the Gas Code by the ACCC and IPART respectively in 2005.

Both the CRP transmission pipeline and gas network were covered pipelines for the duration of their CTP access arrangements. At the end of this period, on 1 July 2019, the pipelines became uncovered.

The CR Gas Network is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10. 

The AER has granted the following exemptions for the CR Gas Network:

  • On 9 April 2019, a five year Category 3 exemption under Part 23 of the NGR.  Due to reforms to the NGR, the exemption transitioned to a Category 2 exemption under Part 10 of the NGR.
  • On 12 July 2024, a five year Category 2 exemption under Part 10 of the NGR.
