The HiSmelt Lateral Pipeline is currently a non-scheme pipeline and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. On 8 May 2023, the ERAWA granted a five-year Category 2 and 3 exemption under Part 23 to the HiSmelt Lateral Pipeline.

WA: Cockburn Cement Lateral

The Cockburn Cement Lateral is a distribution pipeline located in Perth, WA.

The pipeline is owned by Origin Energy. It was commissioned in 1998. The pipeline is 18km in length and 114.3mm (4") in diameter. Its operating pressure is 10.2MPa MAOP. The lateral is a single shipper pipeline to a single delivery point (being the Cockburn Cement plant site). The design capacity of the pipeline is 6.0TJ/d and the average daily injection cannot equal or exceed 10TJ/d. The Cockburn Cement Lateral is a non-scheme pipeline and is subject to the access arrangements for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. On 25 September 2019, the ERAWA granted a five-year Category 2 and Category 3 exemption under Part 23 of the NGR for the Cockburn Cement Lateral.

WA: Canningvale Lateral Pipeline

The Canningvale Lateral Pipeline is a distribution pipeline located in South-West WA.

The lateral was built in 2000. It is a 200mm nominal diameter pipeline that is 2 km long and has a capacity of 13 TJ/day. The Canningvale Lateral Pipeline interconnects with the Parmelia Gas Pipeline mainline and is a single shipper pipeline. 

The Canningvale Lateral Pipeline is a non-scheme pipeline, and is subject to the access arrangements for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. On 8 May 2023, the ERAWA granted a five-year Category 2 and 3 exemption under Part 23 of the NGR for the Canningvale Lateral Pipeline.

NSW/SA/Vic: Murray Valley Distribution Network

The Murray Valley Distribution Network is a distribution network operating across eastern South Australia, southern NSW and northern Victoria. The network is owned by Australian Gas Networks (AGN) and is operated by the APA Group. The pipelines' daily capacity is: 

  • Koonoomoo City Gate Station 3.0TJ/day
  • Rutherglen City Gate Station 4.6TJ/day
  • Yarrawonga City Gate Station  6TJ/day
  • Chiltern City Gate Station 1.3TJ/day

The network originates in South Australia, but primarily serves areas on both the NSW and the Victorian sides of the Murray River, including Mulwala and Yarrawonga.

The Murray Valley Distribution Network is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Murray Valley Distribution Network:

  • On 13 December 2017, a five year Category 3 exemption under Part 23 of the NGR.
  • On 30 November 2022, a five year Category 3 exemption under Part 23 of the NGR. Due to reforms to the NGR, the exemption transitioned to a Category 2 exemption under Part 10 of the NGR.
  • On 17 October 2024, a five year Category 1 exemption under Part 10 of the NGR.

SA: Tonsley Network

The Tonsley Network or Tonsley Natural Gas Network is an embedded distribution network that operates within the Tonsley Innovation District, Clovelly Park, south of Adelaide. It is owned and operated by Enwave Tonsley, part of Enwave Australia (Enwave Australia is a CleanPeak Energy business since August 2020).

The Tonsley Network is used to provide retriculated natural gas to up to 400 town houses (it also provides electricity and non-drinking water). It is not expected to supply natural gas to businesses in the innovation district.

The Tonsley Network is connected to the AGN SA distribution system.

The Tonsley Network is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Tonsley Network:

  • On 13 August 2019, a five year Category 2 exemption under Part 23 of the NGR for the Tonsley network. Due to reforms to the NGR, the exemption transitioned to Category 2 under Part 10 of the NGR.
  • On 11 September 2024, a five year Category 1 exemption under Part 10 of the NGR.

WA: Kalgoorlie Gas Distribution System

The Kalgoorlie Gas Distribution System (Kalgoorlie GDS) is a distribution network located in south Western Australia. It is owned and operated by ATCO Gas Australia (ATCO - formerly known as WA Gas Networks Pty Ltd). 

The Kalgoorlie GDS is a natural gas distribution network that serves the Kalgoorlie-Boulder area. The Gas Distribution System is connected to the APA Group’s Goldfields Gas Pipeline (GGP). The Kalgoorlie GDS has 7500 connections with an average daily flow of 0.6 TJ/day.

The Kalgoorlie GDS is currently a non-scheme distribution system, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. The Kalgoorlie GDS currently has a category 3 exemption under Division 2 of Part 23 of NGR (WA).

In 2011, ATCO acquired the Kalgoorlie GDS from the WestNet Infrastructure Group (formerly known as Alinta Gas).

WA: Esperance Distribution System

The Esperance Gas Distribution System is a distribution network located in south Western Australia. It is owned and operated by Esperance Gas Distribution Company (EGDC), a subsidiary of the Energy Infrastructure Trust. 

The Esperance Gas Distribution System is 40 km in length and services approximately 200 customers. It is a low pressure natural gas distribution network in the town of Esperance and was developed as an extension of the Esperance Energy Project (EEP), which had initially developed the Kambalda to Esperance Gas Pipeline. 

The Esperance Distribution System is currently a non-scheme distribution system, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR.

The Esperance Distribution System commenced operations in June 2004.

WA: Albany Gas Distribution System

The Albany Gas Distribution System (Albany GDS) is a distribution network located in south Western Australia. It is owned and operated by ATCO Gas Australia (ATCO - formerly known as WA Gas Networks Pty Ltd). 

The Albany GDS has 7500 connections with an average daily flow is 0.3 TJ per day. The Albany GDS is a liquefied petroleum gas (LPG) gas distribution network that serves the Albany area. 

The Albany GDS is currently a non-scheme distribution network, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. The Albany GDS currently has a category 3 exemption under Division 2 of Part 23 of NGR (WA).

VIC: Gas Networks Victoria

Gas Networks Victoria (formerly the Enwave Victorian Networks) is a distribution network located in Victoria. The network is owned by Enwave Australia and will provide reticulated natural gas to 11 towns across regional and rural Victoria using a Compressed Natural Gas (CNG) “Virtual Pipeline” rather than a traditional gas pipeline.

Gas Networks Victoria is currently a non-scheme distribution network, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.
