QLD: Allgas gas distribution network

The Allgas gas distribution network previously known as the APT Allgas distribution system) is owned by Allgas Energy Pty Ltd (Allgas Energy) and operated by the APA Group. Allgas Energy is owned by GDI (EII) Pty Ltd which is a joint venture between Marubeni Corporation (40% interest), SAS Trustee Corporation (40% interest)) and the APA Group (20% interest).

The previous owner and service provider of the Allgas gas distribution system was APT Allgas Energy Pty Limited (a wholly owned subsidiary of the APA Group). In December 2011, APA sold the distribution system to the GDI (EII) joint venture.

The Allgas gas distribution network covers part of the Brisbane area (south of the Brisbane River) and the Gold Coast (extending into northern NSW). It also covers the inland city of Toowoomba and the town of Oakey. The distribution system consists of approximately 3,200 km of pipeline delivering gas to around 100,000 customers.

The Allgas gas distribution network was initially subject to regulation as a covered pipeline under the Gas Code by the QCA. It was then subject to full regulation by the AER under the NGR. 

The Allgas gas distribution network was initially commissioned in approximately 1870.

In April 2015, the NCC made a decision on the form of regulation for the Allgas gas distribution network. The Allgas gas distribution network is now subject to light regulation by the AER under the NGR. The AER no longer approves an access arrangement for the Allgas gas distribution network.

QLD: Dalby Distribution System

The Dalby Distribution System is a distribution network located in south-east Queensland. The network is owned and operated by Western Downs Regional Council (formerly Dalby Town Council).

The Dalby Distribution System is 86 km in length and serves approximately 2,500 customers in the town of Dalby. The Dalby Distribution System’s throughput is 0.16 PJ/year. The Dalby Distribution System is connected to the Roma to Brisbane Pipeline.

The Dalby Distribution System is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Dalby Distribution System:

  • On 13 December 2018, a five year Category 1, Category 2 and Category 3 exemption under Part 23 of the NGR.
  • On 1 March 2024, a five year Category 1 and 2 exemption under Part 10 of the NGR.

In 2000, the Queensland Minister for Mines and Energy (being the relevant minister) revoked coverage of the Dalby distribution system under the Gas Code, as recommended by the National Competition Council (NCC).

WA: Xyris Pipeline

The Xyris Pipeline is a gas pipeline owned by AWE Perth Pty Ltd. The pipeline transports gas from the Xyris Gas Processing Facility to the Parmelia Gas Pipeline for export. It is a single use pipeline. The Xyris pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. On 20 June 2019, the ERA granted a 5 year Category 1 and 2 exemption under Part 23 of the NGR for the Xyris Pipeline.

QLD: Moura Pipeline

The Moura Pipeline is owned by Allgas Energy Pty Ltd and operated by APA  Group. It is a 1km pipeline taking gas from  the Westside Coporation  Ltd-owned Meridien Pipeline (Qld PPL 26) and delivering it to the Queensland Nitrates Pty Ltd facility at Moura.

The Moura Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Part 10 of the NGR. It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Moura Pipeline:

  • On 25 May 2018, a five year Category 1 and 2 exemption under Part 23 of the NGR. 
  • On 12 July 2023, a five year Category 2 exemption under Part 10 of the NGR.

NSW: Nowra Gas Distribution Network

The Nowra Distribution Network is a distribution network in the Shoalhaven local government area of the NSW south coast. The Network is 184km long and has a capacity of:

  • 15.1 TJ/day for the Northern segment (Pestell's Lane TRS) (current) 4TJ/day planned (approx May 2025))
  • 3.2 TJ/day for the Southern segment (Yalwal Road TRS) 

The Network is owned by Icon Distribution Investments and Jemena Networks (trading as Evoenergy). The network serves the Nowra area.

The Nowra Distribution Network is currently a non-scheme pipeline and is subject to the access regime for non-scheme pipelines under Part 10 of the National Gas Rules (NGR). It was previously subject to the access regime for non-scheme pipelines under the former Part 23 of the NGR, which was replaced by Part 10.

The AER has granted the following exemptions for the Nowra Distribution Network:

  • On 29 October 2018, a five year Category 3 exemption under Part 23 of the NGR.
  • On 12 October 2023, a five year Category 2 exemption under Part 10 fo the NGR, which was revoked on 25 March 2024.

WA: Ti West (Chandala) Lateral Pipeline

The Ti West Lateral Pipeline is a pipeline owned by APT Parmelia and operated by APA Group.

The Ti West Lateral  Pipeline interconnects with the Parmelia Gas Pipeline mainline and is a single shipper pipeline. The lateral was built in 2000. It is a 100mm diameter pipeline that is 4.3km long and has a capacity of 2 TJ/day. 

The Ti West Lateral Pipeline is a  non-scheme pipeline and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. On 8 May 2023, the ERA granted a 5 year Category 2 and 3 exemption under Part 23 of the NGR for the Ti Lateral Pipeline.

WA: Rockingham Lateral Pipeline

This pipeline is suspended and not currently operating.

The Rockingham Lateral Pipeline is a pipeline owned by APT Parmelia.

The lateral pipeline intersects with the Parmelia Gas Pipeline mainline and is a single pipeline. The lateral was built in 1971. It is a 4" (111com) diameter pipeline that is 1.2km long and has an operating pressure of 5.61Mpa MAOP. The Rockingham Pipeline is a non-scheme pipeline and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. On 8 May 2018, the ERA granted a five-year Category 2 exemption under Part 23 of the NGR for the Rockingham Lateral Pipeline.

WA: Maitland Natural Gas Lateral

Maitland Natural Gas Lateral is a distribution gas pipeline located in the north west of Western Australia.

The pipeline is owned by EDL LNG ( a subsidiary of Energy developments). The 3.3km pipeline is located in the Maitland Industrial Estate 30-km south-west of Karratha and was constructed in 2006. The Maitland Lateral runs from the northern end of the Dampier to Bunbury Natural Gas Pipeline to the pressure regulating station located within the Maitland Liquified Natural Gas (LNG) Facility. The Maitland Lateral pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. On 2 August 2023, the ERAWA granted a 5 year Category 1, 2 and Category 3 exemption under Part 23 of the NGR for the Maitland Lateral.

WA: Leonora Lateral

The Leonora Lateral Pipeline is connected to the Goldfields Gas Pipeline at approximately 1,142.8km along the pipeline. The Leonora Lateral Pipeline is approximately 16.5kms in length. The lateral runs from the Goldfields Gas Pipeline offtake to the Leonora Power Station. The Leonora Lateral Pipeline is currently a non-scheme pipeline under Chapter 6A of the NGL and Part 23 of the NGR. On 8 August 2018, the ERAWA granted a 5 year Category 2 and Category 3 exemption under Part 23 of the NGR for the Leonora Lateral. On 2 August 2023, the ERAWA granted a 5 year Category 1, 2 and 3 exemptions under Part 23 of the NGR for the Leonora Lateral.

WA: Kwinana Supply Lateral Pipeline

The Kwinana Supply Lateral Pipeline is a distribution pipeline located in Perth, WA.

The pipeline is owned by APT Parmelia. The 1.4 km Kwinana Supply Lateral delivers gas to customers in the Kwinana industrial area south of Perth. The lateral was built in 2000 and 200mm diameter pipeline with a capacity of 3.3 TJ/day. The Kwinana Supply Lateral interconnects the Parmelia Gas Pipeline mainline. 

The Kwinana Lateral Pipeline is currently a non-scheme pipeline, and is subject to the access regime for non-scheme pipelines under Chapter 6A of the NGL and Part 23 of the NGR. On 8 May 2023, the ERAWA granted a five-year Category 3 exemption under Part 23 of the NGR for the Kwinana Supply Lateral.
