AEMC Initiated Rules – Minor changes 1 2022

On 21 April 2022, the AEMC made the National Electricity Amendment (Minor changes 1) Rule 2022 No. 3 and National Gas Amendment (Minor changes 1) Rule 2022 No. 1. These Rules were made by the AEMC to correct minor errors and make non-material changes to the National Electricity Rules (NER) and National Gas Rules (NGR). As with previous AEMC initiated rules, these minor corrections and non-material changes will make the rules clearer to stakeholders.

New rules allow distributors to roll out stand-alone power systems in the NEM

Stand-alone power systems (SAPS) serving individuals and communities can now be built within the National Electricity Market under new rules published by the Australian Energy Market Commission (AEMC).

SAPS typically comprise solar panels, batteries and back-up generators, and include both microgrids and individual power systems. They are used in remote communities out of reach of existing power lines and have also been built for communities that have lost access to the network because of line breaks caused by bushfires or other natural disasters.

AEMC Chair Anna Collyer said the rules were made by the South Australian Energy Minister, Dan van Holst Pellekaan MP, and their publication by AEMC was the final step in giving effect to the AEMC’s recommendations following a review and legislative process.

“Stand-alone power systems aren’t a new concept, but they have become more viable as technology improves and costs decrease,” she said.

“Until now, SAPS weren’t included in the NEM and weren’t covered by consistent reliability standards or customer protections,” she said.

“We now have agreement on a staged implementation, beginning August this year.

“This allows electricity distributors to establish SAPS in communities where stand-alone power may be cheaper, safer and more reliable than grid supply, in jurisdictions that have opted into the new framework.

“Particularly in remote, bushfire-prone areas, SAPS do away with the need to replace damaged grid connections at significant expense. In fact, the power infrastructure that connects communities to the grid can also cause bushfires, which is another reason SAPS are attractive alternatives to traditional network connections in those areas.”

Ms Collyer said electricity distributors predicted new SAPS solutions might cater for several thousand customers in the next decade and could expand faster as grid connections reached the end of their service lives.

“Maintaining and replacing traditional older power lines and related infrastructure is a major cost in a country the size of Australia,” she said.

“This is a timely rule change as we continue to transition to a renewable energy future. It increases the reliability and resilience of energy supply in remote areas, as well as reducing network costs for all customers.” 

Ms Collyer said the process began several years ago and involved an extensive AEMC review, completed in 2020. The review’s findings were supported by the NEM jurisdictions and led to changes in 2021 to the national electricity and retail energy laws. 

“The changes operate on an opt-in basis, as some states may need to make amendments to their own legislation to accommodate SAPS,” she said.

The rule changes apply to new distributor-led SAPS. Existing microgrids and other independent power systems will continue to be managed under state and territory legislation.

On 24 February 2022, the AEMC gave notice under the National Electricity Law and National Gas Law to initiate the Minor changes 1 2022 rule change proposal under the expedited rule making process. These rules are being initiated by the AEMC to correct minor errors and make non-material changes to the National Electricity Rules and National Gas Rules to improve their quality. As with previous AEMC initiated rules, these minor corrections and non-material changes will make the rules clearer to stakeholders. 

Any written objections to the expedited process must be received by 10 March 2022. The Commission invites parties to provide submissions on the proposal by 24 March 2022.

16 December 2021

On 16 December 2021, the AEMC made the National Electricity Amendment (Minor changes 3) Rule 2021 No. 15. This Rule was made by the AEMC to correct minor errors and make non-material changes to the National Electricity Rules (NER). As with previous AEMC initiated rules, these minor corrections and non-material changes will make the rules clearer to stakeholders.

21 October 2021

On 21 October 2021, the AEMC gave notice under the National Electricity Law to initiate the Minor changes 3 2021 rule change proposal under the expedited rule making process. These rules are being initiated by the AEMC to correct minor errors and make non-material changes to the National Electricity Rules to improve their quality. As with previous AEMC initiated rules, these minor corrections and non-material changes will make the rules clearer to stakeholders. 

Any written objections to the expedited process must be received by 4 November 2021. The Commission invites parties to provide submissions on the proposal by 18 November 2021.

27 May 2021

On 27 May 2021, the AEMC made rules  to correct minor errors and make non-material changes to the National Electricity Rules, National Gas Rules and National Energy Retail Rules.

These rules are: National Electricity Amendment (Minor changes 2) Rule 2021 No. 4, National Gas Amendment (Minor changes 2) Rule 2021 No. 1 and National Energy Retail Amendment (Minor changes 2) Rule 2021 No. 3. 

As with previous AEMC-initiated rules, these minor corrections and non-material changes will make the rules clearer to stakeholders.

These rules are being initiated by the AEMC to correct minor errors and make non-material changes to the National Electricity Rules, National Gas Rules and National Energy Retail Rules to improve their quality.  As with previous AEMC initiated rules, these minor corrections and non-material changes will make the rules clearer to stakeholders. 

Any written objections to the expedited process must be received by 15 April 2021. The Commission invites parties to provide submissions on the proposal by 29 April 2021.

On 25 February 2021, the AEMC gave notice under the National Electricity Law to initiate the Minor changes 1 2021 rule change proposal under the expedited rule making process.  These rules are being initiated by the AEMC to correct minor errors and make non-material changes to the National Electricity Rules to improve their quality.  As with previous AEMC initiated rules, these minor corrections and non-material changes will make the rules clearer to stakeholders. 

Any written objections to the expedited process must be received by 11 March 2021. The Commission invites parties to provide submissions on the proposal by 25 March 2021.
