Under the National Electricity Rules (NER), the Australian Energy Market Operator (AEMO) must prepare a system restart plan for the purpose of managing and coordinating system restoration activities during a major supply disruption. A system restart plan is classified as confidential information under the NER. AEMO is concerned that the confidentiality of system restart plans is hampering the industry’s ability to prepare for, and minimise the impact of, a major supply disruption.

The consultation paper seeks stakeholder input on AEMO’s proposed changes to the NER that would give AEMO express authority to disclose the whole or any part of a system restart plan to specified parties for the purpose of preparing for, and participating in, system restoration activities during a major supply disruption.

AEMO also notes that, in practice, it develops one system restart plan for each region of the national grid, rather than a single system restart plan, and proposes amendments to the NER to clarify this. 

Submissions to the rule change request are due by 6 February 2018.

The Commission intends to undertake an expedited process for this rule change request as it is considered non-controversial. Under an expedited rule making process, a final rule determination must be made within six weeks of the initiation of the process. The AEMC may assess the proposed rule under the expedited rule making process if it does not receive a written request and substantive reasons not to do so from any person by 23 January 2018.
