On 18 December 2008, the Reliability Panel (Panel) submitted its final Frequency Operating Standards for Tasmania (in Appendix A of the final report below) to the Australian Energy Market Commission (AEMC) for publication. The new Frequency Operating Standard for Tasmania takes effect when the specified pre-conditions are met or by 31 December 2009.
The final report outlining the Reliability Panel’s (Panel) consideration and reasoning in respect of amendments to the Frequency Operating Standards for Tasmania as prepared under clause 8.8.3 of the National Electricity Rules is provided below.
On 25 May 2006 the AEMC published the Panel’s final determination on the frequency operating standards that will apply in Tasmania from 29 May 2007. In its final determination, the Panel foreshadowed that it would revisit the Tasmanian frequency operating standards after at least 12 months operation of Basslink and included this in its work program for 2008. In February 2008 the AEMC provided terms of reference to the Panel requiring it to conduct this review as required under clause 8.8.3 of the National Electricity Rules.
On 28 August 2008 the Panel published its Draft Report on the review of Tasmanian Frequency Operating Standards. At this time the Panel also published advice from NEMMCO, required under clause 8.8.1(a)(2) of the Rules, and a CRA report as accompanying documents. Submissions to the draft report closed on 3 October 2008. Furthermore, a Meeting was held in Hobart for interested Stakeholders on 30 October 2008.
Due to a number of late submissions and several issues raised at the Stakeholders Meeting in Hobart, the Panel delayed submission of the final report from the original date of 21 November 2008 until 18 December 2008.
