The Rule Making Process and how to lodge a Rule change proposal - electricity

Set out in the guidance note attached below is a brief introduction to the Rule making process which is set out in Division 3 of Part 7 of the National Electricity Law - Procedure for the making of a Rule by the AEMC.

Important note: This guidance note has been provided by the AEMC to assist proponents with the Rule making process. It is not possible for this guidance note to cover every issue or circumstance that may arise in the Rule making process. This guidance note should not be used as a substitute for legal advice. The AEMC recommends that proponents also refer to the National Electricity Law and National Electricity (South Australia) Regulations.

Guidance Note on the Rule Making Process

Generally, there are four stages to the National Electricity Rules' (Rules) Rule making process:

  1. Stage 1: Initial consideration of a request for the making of a Rule
  2. Stage 2: Consultation on a proposed Rule
  3. Stage 3: Draft Rule determination (which may include a draft Rule) and further consultation
  4. Stage 4: Final Rule determination and if relevant, the making of an amending Rule
