System restart ancillary services are provided to NEMMCO under contract by selected generators which can provide a 'kick-start' source of power for generators' auxiliary plant following a black system condition. Background
On 11 April 2005 NEMMCO submitted to NECA a proposal to amend the National Electricity Code relating to changes to arrangements for the standards applying to, the procurement of, and payment for, System Restart Ancillary Services and for clarifying NEMMCO’s responsibilities and options in relation to pricing under market suspension.
Under the National Electricity Law (NEL) transitional provisions, consideration of this Rule proposal became the Commission’s responsibility on 1 July 2005.
The Commission held a public hearing in Melbourne on Thursday, 15 September 2005 where NEMMCO representatives gave a presentation on the SRAS and pricing under market suspension Rule change proposal. The Commission has made a final Rule determination and makes the National Electricity Amendment (System Restart Ancillary Services and pricing under market suspension) Rule 2006 No. 6.
The provisions of this Rule commenced on 20 April 2006.
On 28 April 2006, the Commission published Version 4 of the National Electricity Rules which incorporates the National Electricity Amendment (System Restart Ancillary Services and pricing under market suspension) Rule No.6 which was made and commenced on 20 April 2006. As a consequence of the consolidation of Version 4 of the National Electricity Rules, the Commission has made some minor editorial changes to the National Electricity Amendment (System Restart Ancillary Services and pricing under market suspension) Rule No.6.
